Vehicle Management System (VMS): VMS is a web based application for creating a single database of all vehicles owned by the Government in its various departments. It ensures optimal utilization of vehicles especially during the times of disaster, correctly estimating the POL and maintenance expenditures and, thereby, helping in proper budgeting. The system has been successfully implemented w.e.f. March 01, 2018.

Government Property Management System (GPMS): GPMS is a web based application for creating a single database of properties (Land/Buildings) owned by the Government in its various departments. This makes a ready database of infrastructure available with the Government and assisting the Government in making better policy decisions for optimal utilization of the infrastructure. The application has been launched and the process of enrollment is underway.

Integrated Financial Management System (IFMS): IFMS is a State run financial management system to facilitate sound public financial management for Government of Punjab by establishing an efficient fund flow system as well as a payment-cum-accounting network. It provides various stakeholders with a real time, reliable and meaningful management information system and an effective decision support system. The system has been effectively running in the State w.e.f. April 01, 2013.

Integration with E-Kuber: E-Kuber is a Core Banking Solution (CBS) of RBI for processing of payments and receipts. In e-payment model of E-Kuber, payments are directly processed by RBI, thereby, eliminating the role of Agency Banks and their resulting delays. In e-Receipt model of E-Kuber, reporting of Government receipts for various services is made by banks to RBI and a consolidated receipt reporting is made by RBI to the State. It facilitates the reconciliation between the State's own portal and reporting by banks to RBI and also helps in streamlining the reporting delays/non-reporting of government receipts by Agency Banks. E-Kuber will help the State in getting a real time status of its cash position, thereby, assisting the State in managing its finances in an efficient and effective manner. The Government of Punjab has already rolled out E-Kuber for payment in all the treasuries w.e.f. August 23, 2018. The E-Receipts through E-Kuber are expected to be rolled out by December 31, 2020.

eReceipt Portal: The State has developed a eReceipt Portal to facilitate home-based online transactions between a citizen & the government for various government services. It is a secured portal available 24x7, via which a citizen can pay government tax/fee challan etc. online. The portal is envisaged as a one stop, easy government fee/tax paying service for all citizens residing within/outside the State, thereby, eliminating the role of middle man. It will also assist the treasuries and departments with automatic reconciliation facility. It has been integrated with SBI's payment gateway named Multiple Option Payment System (MOPS) providing the facility of payment to citizens through debit card, credit card and internet banking.
The State has also decided to integrate the eReceipt with E-Kuber system of RBI, as integration with E-Kuber will streamline the reporting of Government receipts by Agency Banks. The portal has been operational w.e.f. October 31, 2018.

Public Financial Management System (PFMS): PFMS is the portal developed by Government of India to monitor the disbursal of funds up to the last beneficiary for Centrally Sponsored Schemes (CSS). The State of Punjab has integrated its IFMS with PFMS, for seamless data flow from the State treasury to Government of India in respect of spending of funds under CSS. The State has already mapped 33 out of 38 Centrally Sponsored Schemes for the year 2018-19 in IFMS. A special cell called State Project Management Unit (SPMU) has been established to ensure the implementation of the PFMS Portal and a State Advisory Group has been constituted to provide necessary guidance in its implementation. As on date, the State has successfully completed the technical integration with respect to the mapped schemes and is actively using the portal for monitoring the CSS.

Human Resource Management System (HRMS): The Government of Punjab has adopted the “Manav Sampada”, a software developed by NIC for computerization of service records of Government Employees. The software has been implemented in all the administrative departments of the State, whereby the salary bills of all employees as also their e-service books have been generated on the system. The software permits the calculation of employee's annual increment and GPF automatically. As a next step, performance & appraisal reports, leave accounts, NPS and GIS account will also be maintained automatically. This system will also fully empower the Government in conducting Departmental Promotion Committee (DPC) meetings and initiating departmental/disciplinary enquiry against employees/officials. The Government employees/officials will also be able to view the required information by using their Android/iPhone app. The system has helped the State to create a single database of all its employees, correctly estimating the current and expected expenditure on human resource, need for administrative restructuring & rationalization and employment generation etc.

Pensioners’ Database & Mobile App: The State has also created a single electronic database of its pensioners in IFMS. The Government with the availability of pensioners database can correctly estimate its pension burden, expected outcome of policy interventions apart from auto-check of individual pensions. An individual pensioner through the mobile app will be able to access various facilities on his/her smart phone viz, bifurcation of monthly pension, deductions/details of arrears, if any. Through the HRMS Pension module, the prospective pensioner will also be able to track his/her pension case from the Pension Sanctioning Authority (PSA) level up to the Bank’s level.
